Consultant (Water Management) – SMART-IV Project

Africa Rice Center is seeking a highly qualified individual to fill the position of Consultant (Water Management) who will work for the SMART-IV project, supported by the Inland Valley Consortium.

The successful candidate will be recruited at the IRS (International Recruited Staff) level and will be based at AfricaRice’s temporary headquarters in Cotonou (Republic of Benin). She or he will be requested to report on duty by 1st May 2010.

Africa Rice Center

Africa Rice Center (AfricaRice) ex-WARDA is an association of 23 African member states and one of the 15 international Centers supported by the Consultative Group on International Agricultural Research (CGIAR). AfricaRice’s mission is to contribute to poverty alleviation and food security in Africa, through research, development and partnership activities aimed at increasing the productivity and profitability of the rice sector in ways that ensure the sustainability of the farming environment. AfricaRice is temporarily headquartered in Cotonou, Benin.

Inland Valley Consortium

Inland Valley Consortium (IVC) is a platform for regional cooperation to promote the sustainable development of inland valleys in Sub-Saharan Africa and is currently convened by AfricaRice. Its membership includes now 12 West African countries (Benin, Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Ghana, Guinea, Mali, Nigeria, Senegal, Sierra Leone, The Gambia and Togo) and 7 international institutions (AfricaRice, CIRAD, FAO, IITA, IWMI, WECARD/CORAF and WUR).

SMART-IV Project

The project ‘Sawah, Market Access and Rice Technologies for Inland Valleys (SMART-IV)’ is aimed to commit an interdisciplinary action research about ‘sawah‘ (an Asian-type wetland rice field) system development, market access improvement and rice technologies dissemination in inland valleys. The project is solely funded by the Ministry of Agriculture, Forestry and Fisheries (MAFF) of the Government of Japan.

Position: Consultant (Water Management) – SMART-IV Project

Contract duration: 6 months

Responsibilities:

Under the direct supervision of the SMART-IV project coordinator (see: http://www.africarice.org/biodata/abe.htm), the Consultant (Water Management) will:

Lead the hydrology and water management section of the SMART-IV project in collaboration with partners from national and international universities and research systems;

Conduct field measurements and laboratory analysis to monitor hydrology and water/sedimentation cycles at research sites;

Examine and compare the agricultural and environmental performance of water management systems in various agricultural systems;

Investigate the possible linkage between nutrient/pollutant dynamics and water/sedimentation cycles;

Analyze and strengthen institutional arrangements relevant to irrigation and water management issues;

Undertake scientific analysis of qualitative and quantitative data, and other processes essential for publishing and reporting results or findings;

Publish and communicate research results in peer-reviewed journals, policy briefs, general interest outlets, and the media;

Support the compilation of operational, administrative or other project related matters;

Support and contribute to training of MSc and PhD students and supervise support staff;

Qualifications

The successful candidate will have the following qualifications:

MSc degree in water management relevant to crop and soil management, additional work experience in water dynamics and sedimentation cycle in a watershed scale is desirable;

Relevant presentations in international conferences and workshops; publications in peer-reviewed journals are further advantageous;

Interest and ability to work in a multidisciplinary and multicultural environment requiring good interpersonal and communication skills;

Proficiency with written and spoken English; additional knowledge of French and/or Japanese is desirable;

Ability to travel extensively and stay in local areas frequently.

Explore the determinants of technology adoption, impact pathways, and differential outcomes on poverty, gender, and food security for targeting technology and policy interventions in relation to rice-based farming systems;

Analyze and strengthen institutional arrangements relevant to agriculture, particularly those dealing with access to resources (land, water, credit …);

Undertake scientific analysis of qualitative and quantitative data, and other processes essential for publishing and reporting results or findings;

Publish and communicate research results through journals, policy briefs, general interest outlets, and the media;

Support in the compilation of operational, administrative or other project related matters;

Support and contribute to training of postgraduate students and supervise support staffs;

Undertake any other duties as requested by the SMART-IV project coordinator.

Qualifications

The successful candidate will have the following qualifications:

Relevant presentations in international conferences and workshops; publications in peer-reviewed journals are further advantageous;
